Abstract

Objective:This study aims to analyze the decisions of State Administrative Officials in light of the General Principles of Good Governance (AUPB) as regulated in Law Number 30 of 2014 concerning State Administration, and to examine them from the perspective of Islamic law and democracy, including their legal consequences as stipulated in Articles 87 and 54 of the law. Theoretical framework:The study is based on the theory of the rule of law and good governance, which emphasizes that all government actions must be grounded in law to ensure justice and order. In addition, the principles of Islamic law regarding justice, honesty, and accountability are applied as a complementary framework. Democracy is also positioned as a foundation to ensure transparency, fairness, and the prevention of abuse of power. Literature review: The literature review includes Law Number 30 of 2014 on State Administration, doctrines of administrative law, principles of good governance, as well as classical and contemporary Islamic legal thought on justice and accountability of rulers. It also covers studies related to maladministration, corruption, collusion, nepotism (KKN), and their impact on the legitimacy of administrative decisions. Methods: This study uses normative legal research with a juridical normative method through library research. Data sources consist of primary legal materials (laws and regulations, state administrative decisions), secondary materials (books, journals, legal doctrines), and tertiary materials (legal encyclopedias, dictionaries). The data were analyzed qualitatively using analytical-descriptive techniques to identify deviations from AUPB and their implications from both Islamic and democratic perspectives. Results: The findings indicate that decisions of State Administrative Officials that deviate from AUPB such as dishonesty, abuse of authority, conflict of interest, and violations of regulations constitute maladministration and undermine public trust. From the perspective of Islamic law, such actions contradict the principles of amanah (trust) and adl (justice). From a democratic perspective, they weaken the rule of law and accountability mechanisms. Implication: The results of the study highlight the need for stronger enforcement of AUPB principles, harmonization between Islamic law values and democratic governance, and the prevention of KKN practices through stricter supervision of state administrative decisions. Strengthening transparency, efficiency, and accountability is essential to build public trust and uphold justice in governance. Novelty: This study provides a new perspective by combining the analysis of state administrative decisions based on Law Number 30 of 2014 with the normative values of Islamic law and democratic principles. This hybrid analytical framework offers fresh insights into how good governance can be reinforced both legally and ethically to prevent maladministration and ensure justice in the implementation of government authority.
