Abstract

Land acquisition for toll road development projects often generates social conflict, unequal compensation, and marginalization of affected communities, yet mainstream media frequently frame these issues as natural and beneficial. This study analyzes Kumparan’s coverage of the land acquisition for the Solo–Jogja toll road using Norman Fairclough’s Critical Discourse Analysis. The data consist of 16 news articles, representing all Kumparan publications related to this land acquisition issue in two main phases planning (2019–2020) and implementation (2022–2024) examined across the dimensions of text, discourse practice, and social practice. The findings reveal that Kumparan does not merely convey information but also reproduces power structures through agenda setting mechanisms and media capitalism practices. Development is represented as progressive and unquestionable, while the voices of affected communities are marginalized and social conflicts are concealed behind the rhetoric of economic growth. In this way, the media function as ideological agents that reinforce development hegemony and serve dominant interests. This study contributes by demonstrating how agenda setting and media capitalism shape digital development discourse in Indonesia, complementing previous research on agrarian conflicts by highlighting the interconnection between media ownership, discursive practices, and the reproduction of development ideology, while also opening avenues for further inquiry into discursive resistance from local actors and alternative media.
